IBS and CNRS Announce Strategic Cooperation Plan

- Fourth renewal of MOU and signing of ‘Scientific Cooperation Initiative’ at Korea–France Joint Committee on April 3 -

- Plans include regular joint conferences and exploration of mutual liaison offices -

The Institute for Basic Science and the French National Centre for Scientific Research, France’s largest national research organization, have agreed to strengthen their strategic partnership by holding regular joint conferences and promoting the establishment of liaison offices at each institution.

The two organizations announced on April 3 that they have renewed their Memorandum of Understanding (MOU) to enhance research collaboration and reached agreement on a Joint Statement outlining concrete cooperation measures.

The signing ceremony will take place on April 3, 2026 (Friday) at 6:00 PM during the Korea–France Joint Committee on Science and Technology. Marking the 140th anniversary of diplomatic relations between Korea and France, this agreement holds particular significance as it reinforces the partnership between the two countries’ leading basic science institutions.

Since signing their first agreement in 2013, IBS and CNRS have continuously expanded their collaboration. The two organizations have agreed to revise the existing agreement and further strengthen the scope of cooperation in order to establish a long-term collaborative framework. In particular, by leveraging their international cooperation programs, they plan to move beyond individual researcher exchanges and build a more systematic foundation for institution-level joint research support.

Alongside the MOU renewal, the two institutions will adopt a Joint Statement titled the “IBS–CNRS Scientific Cooperation Initiative,” which outlines practical steps for implementing collaboration. Both sides will begin discussions on organizing a regular academic event, tentatively named the “France–Korea Research Conference,” to facilitate the sharing of research outcomes and the exploration of new collaborative opportunities.

In addition, the two organizations will pursue the establishment of liaison offices within each institution to promote smoother communication and mutual visits. These liaison offices are expected to serve as bridges between the research communities of the two countries. The two sides also plan to explore the joint use of research infrastructure and resources.

Acting President KIM Yeongduk of IBS stated, “It is particularly meaningful to further advance our partnership with CNRS in this milestone year marking the 140th anniversary of diplomatic relations between Korea and France. This agreement will serve as an opportunity to expand collaboration not only between IBS and CNRS, but also among research institutions in both countries, ultimately leading to world-class scientific achievements.”
